Dodoma. Minister for Education and Vocational Training Prof Joyce Ndalichako has said the government will restore the lost glory of famous old schools, as it sets to improve the learning and teaching environment in the country.
Tabling her ministry’s budget estimates in which she asked for Sh 1.39 trillion, Prof Ndalichako said the first phase of the project would involve 33 schools, many of which are in a delapidated state.
She named some of them as Ihungo, Nganza, Pugu, Same, Tabora Boys, Tabora Girls, Azania, Jangwani Kantalamba, Mpwapwa, Tosamaganga, Malangali and Milambo.
Prof Ndalichako asked Parliament to give her ministry some Sh1.39 trillion to enable it roll out its plans for the next financial year. Out of the amount, Sh499.27 billion is for recurrent expenditure while Sh897.65 billion will be directed to the development projects.
On the free education policy, the minister said councils which had promoted day schools to boarding schools should report to the ministry so that they may be promoted and included in the government’s free education programme.
She also said that under the free education policy, parents would continue to pay for uniforms, learning facilities, food and fare for day schoolers.
She said the government would review the Education Act as well as other laws related to the sector, the 2014 policy, regulations and other directives governing management of institutions under the ministry, notably the National Examinations Council of Tanzania (Necta), Tanzania Education Institute, Higher Education Students Loans Board (HESLB), Tanzania commission for Universities (TCU) and Tanzania Education Authority.
She also spoke of student admission, saying the government intends to increase enrolment chances in public universities and encourage the private sector to do the same.
Special education
According to the minister, vocational training has been expanded and special education for needy children has been improved.
In 2016/17, the ministry plans to procure facilities for special needs students such as braille machines and wheel chairs, rehabilitation of facilities used by disabled students and purchasing laboratories facilities.
Registration The minister said in 2016/17, the ministry will continue to register public and private primary and secondary schools and ensure that they offer quality education.
Plus, construction of quality control offices in hai, Masasi, Mtwara Urban, Namtumbo, Urambo and Sumbawanga Urban districts, would be completed.
Yesterday, the Parliamentary Committee on Social Services and Community Development and the opposition camp pushed for an overhaul of the education sector, saying it doesn’t effectively answer the country’s needs.
